New York – JAMS, the largest private provider of alternative dispute resolution (ADR) services worldwide, is pleased to announce that Hon. Robert B. Kugler (Ret.) has joined its panel. Judge Kugler joins JAMS after serving for 32 years on the bench as a United States District Court judge and magistrate judge for the District of New Jersey.
While on the bench, Judge Kugler presided over and resolved thousands of cases through pretrial rulings, bench and jury trials, judgments and settlement conferences. He is known for having overseen some of the highest profile cases in the District of New Jersey. This has included his handling of multidistrict and other significant litigations involving certain blood pressure medications, as well as his oversight of a major freight train derailment that resulted in a sizable carcinogenic gas leak affecting a New Jersey township.
Based in the New York Resolution Center, Judge Kugler will serve as an arbitrator, mediator, special master/referee and neutral evaluator, handling antitrust and competition, business/commercial, civil rights, class action and mass tort, employment, insurance, intellectual property, product liability, personal injury and securities cases. He is available to conduct sessions in person, as well as virtually, for clients across the country and internationally.
Judge Kugler, with his decades of experience, is a respected jurist known for his integrity and commitment to the legal field. He has established an impressive track record and understands even the most complex of matters. We’re pleased that he’s chosen to join the JAMS panel.

In 2017, Chief Justice John Roberts appointed Judge Kugler to a seven-year term on the United States Foreign Intelligence Surveillance Court (FISC), a court established by Congress to hear requests made by federal governmental agencies for the approval of electronic and other forms of surveillance related to foreign intelligence. Prior to his career on the bench, Judge Kugler served as an assistant prosecutor in Camden County, New Jersey, and as a deputy attorney general for the State of New Jersey. After that, he spent approximately 10 years in private practice.
Over the course of my career, I have learned that leading with fairness and judiciousness can lead to the most impactful outcomes. It was extremely rewarding for me to help resolve complex and multi-faceted matters during 32 years on the federal bench and I look forward to doing the same as a JAMS neutral.

Judge Kugler earned his B.A., summa cum laude, from Syracuse University and his J.D., with honors, from Rutgers School of Law-Camden.
